The requester states that the couple were in the employ of the FBI from April 1942 through September 1943, as sources of information for suspected pro-Axis "fifth column" activities in Mexico, where they were frequent visitors. Because they were working outside the US, the requester is attempting to learn whether the OSS and, subsequently, the CIA may have been interested in their activities. The FOIA case manager responded to the requester with a partial Glomar response, indicating that we could neither confirm nor deny any confidential or covert relationship, or interest in developing such a relationship, with any particular individual, organization or other entity. The requester was further advised that we can conduct a search for other information, including that which might reflect an open or otherwise acknowledged affiliation, but that the requester would first have to provide citizenship status and evidence of death for both subjects. Finally, the case manager suggested that the requester also contact the National Archives and Records Administration (NARA), to which CIA has turned over the majority of records from the OSS and other predecessor organizations (Uhle1iH49)Student is a Student of Students (U//M171) A resident of California who is currently pursuing a PhD. at the University of Warwick in the UK advises that she is writing her dissertation on student exchanges between the US and West Germany during the Cold War, specifically from 1950-1970. In that regard, she is interested in records pertaining to any programs or operations in which American students may have been sent or encouraged to study in West Germany in order to track information regarding communist activities. Happy Rockefeller, widow of the late vice president, had asked that the records in the safes be reviewed and declassified to the extent possible so researchers can chronicle the public service life of her late husband. At Sleepy Hollow, the CIA representatives were met by Dr. Darwin Stapleton, Executive Director of the Rockefeller Archive, and Harold Oalchill, personal assistant to Happy Rockefeller, who provided access to the material. The CIA team was able to open three of the four safes with combinations available in the Office of Security, but the fourth one had to be forcibly opened, which damaged the safe. The representatives explained to Dr. Stapleton and Mr. Oalchill that, upon their return to Washington, they would develop a plan to process the material, and that scanning and review would take some time to complete. The Rockefeller Archive Center is a Division of Rockefeller University. The Center was established in 1974 to assemble, process and make available for scholarly research the papers of the Rockefeller family and the records of various philanthropic and educational institutions founded by the family. The Center has expanded to include records of other philanthropic organizations. The Center holds 35,000 cubic feet of documents, 500,000 photographs and 3000 films that provide unique insights into worldwide developments and issues of the 19th and 20th centuries. Press and audience reaction to the film has been unfavorable to smooth Japanese- American relations. The showing coincides with an increasingly anti-American climate and delicate aid negotiations, and leaves an opportunity for Communist propaganda exploitation. In contrast to the reaction to 'Task Force,' Japanese anti-war and anti-American films have been enjoying great popularity." "Task Force," starring Gary Cooper and Walter Brennan, traces the development of US aircraft carriers from 1921 under the guiding hand of the fictional Admiral Scott (played by Cooper). Pearl Harbor vindicates Scott's championing of the carriers, and during WWII he takes his carrier task force into battle against the Japanese Imperial Navy. This technicolor film made use of actual color battle footaee. (b)(3) (U//t8. ERWG Meets at NARA I (UthoritIM On 5 March 2003, the Information Security Oversight Office (IS00) hosted the External Referral Working Group's (ERWG) monthly meeting at the National Archives in Washington, DC. Forty-two representatives from 21 federal organizations were in attendance. ISOO's Laura Kimberly informed members that the long-awaited revision of EO 12958 is imminent, and that it should be ready for the president's signature prior to 17 April 2003. Next, the ERWG evaluated the declassification expenditure and page count data published in ISOO's 2001 Annual Report to the President ,which produced some useful suggestions for fine-tuning ISOO's future data-collection efforts. The ERWG also directed its attention to the negative impact upon the referral process from the levying of prohibitive handling fees on equity-owning agencies at the Washington National Records Center (WNRC). The ERWG shared its concerns with NARA's David Weinberg (Director, Records Center Program) and Jay Trainer (Financial Analyst). They offered to study how to achieve reduced customer fees to (b)(3) promote the Order's mandate. Chair of the CIA Declassification Center, noted that ERWG's Referral Workload Survey should reveal the approximate number of boxes at WNRC awaiting referral review. Lastly, Walt Davis briefed members on the Air Force Classification/Declassification Training Conference to be held 15-18 April 2003 (b)(3) This is a record.
