Gen. Mikhail Surkov, secretary of the newly formed all-army political committee, to the Politburo On Thursday. Gorbachev recommended his appointment at the army party conference last month. The plenum also moved Oleg Baldanov from the Secretariat to take the position of deputy chairman of the Defense Council. Comment: These changes show the party's determination to maintain tight control over the armed forces and the military-industrial sector.
