Overview of IRR Activities Last Week: (U//7t14414 Interagency Security Classification Appeals Panel (ISCAP) (U//Aalla) ISCAP Recognizes Greg Moulton's Service with Letter of Appreciation (UHA1410) The Interagency Security Classification A eals Panel (ISCAP), in a letter dated 16 April 2002, recognizedfl ervice to the Panel. was the DCI's Liaison to the ISCAP from July 2001 until Marct2002, when he left IMS to return to the DI. The Acting Executive Secretary stated in the letter, "... your insight has helped us resolve a number of difficult issues ... You have exhibited a great commitment to the ISCAP's mission." � The ISCAP is a six-member panel established by President Clinton's Executive Order 12958. The Panel members are selected by the Secretaries ofJustice, Defense, and State; the DCI; the Archivist of the United States; and the Assistant to the President for National Security Affairs. The Chairperson of the ISCAP is selected by the President. During the week of 15 April, PIPD received almost double the number of letters it received the previous eight weeks combined -- 268 receipts compared to only 149 receipts for the eight week period between 18 February and 12 April. One-third of the mail received last week was postmarked in 2001. � Virtually all of the mail received by PIPD involves one of the public release programs -- including requests under the FOIA, Privacy Act, and mandatory declassification reviews under EO 12958 -- that PIPD administers on behalf of the Agency. (LWAirrft} CIA Declassification Center (W/Attlit) ERWG Holds April Meeting (U/Mc1110) The External Referral Working Group (ERWG) convened its monthly meeting on 17 April 2002 at the De artment of State. Twenty-eight representatives from 16 federal entities were in attendance. ERWG Chairn of the CIA Declassification Center (CDC) welcomed Emily Hickey from the Information Security rift Office (BOO) who updated members on efforts to modify E0 12958. Also, the ERWG membership discussed (1) the possible impact on the 25-year program of the White House's 21 March 2002 memorandum on Action to Safeguard Information Regarding Weapons of Mass Destruction; (2) statistics and activities related to the Fbr six o CIAMIAr Remote Archive Capture (RAC) program --including CIA's creation of a new RAC team work Presidential Library RAC materials, and the CDC's 26 March tour at Presidential Library archivists; (3) efforts now underway by declassifying agencies to promote public access to newly re eased significant documents; and, lastly; (4) how to model future equity training to achieve improved equity identification within the declassification community. � The ERWG was formed in 1996 as an informal working group to discuss declassification policies, standards, and procedures among the agencies affected by President Clinton's Executive Order 12958 on Classified National Security Information. Today over 40 declassification programs representing more than 25 federal agencies participate in ERWG programs. (11//itItie) From the Archives: DCI Dulles on a Personal Level (U//A+134+) The DCI team at the CIA Declassification Center recently reviewed memoranda from DCI Allen W. Dulles's papers that provide a glimpse of the man on a personal level. Allen Dulles was DCI from 1953 to 1961. � In March 1961, DCI Dulles wrote a thank you note to the president of a manufacturer of "Fine Briar Smoking Pipes," expressing appreciation for the complementary Falcon and Hunter Pipe with extra bowls. Dulles noted that he is "particularly fond of pipe smoking" but was unaware that he had been chosen "The Pipe Smoker of the Year." " � Also in March 1961, Dulles thanked a colleague for use of his formal top hat on the occasion of President Kennedy's inauguration. Dulles noted that such a rarely used item was missing from his own wardrobe. Upon learning that the owner intended to dispose of the hat, Dulles advised this friend not to do so, as "perhaps its recently acquired historical value will gain it a reprieve and preserve it for posterity." � In a note to a CBS News celebrity, Dulles wrote "When a beautiful girl like you takes time to write me....I am indeed flattered.... I hope to see you soon." Question: What person, living or dead, do you most admire? "My parents, the late Rev, and Mrs Allen Macy Dulles." 3. Question: What is your primary goal in life? "To do everything I can to safeguard the security of the United States of America." 4. Question: What is your favorite proverb or philosophical saying? "Ye shall know the truth and the truth shall make you free." (UHAWS) FOIA Requests (UHA44344) Requester Wants Handbook for Producing Human Stress (UHAtIle) A North Carolina requester asked for records on the MKULTRA subproject 45: Development of Materials and Techniques for the Production of Maximum Stress in Human Beings. (U/iltittft) Arkansas Inmate Wants Information on "Innocent People in Prison" (UMA11.10) An inmate in a detention center in Arkansas submitted a request for any information on "innocent people in prison." � The FOIA case manager informed the requester that the CIA cannot process his request because, under the Freedom of Information Act, requests must "reasonably describe" documents desired. The FOIA does not reauire federal agencies to perform research, answer questions, or conduct unreasonable searches. (U//A41344) Author Wants Information on Marilyn Monroe WHAeltier) Author Anthony Summers, through his attorney, James Lesar, submitted a request for information on deceased actress Marilyn Monroe. The requester asks that searches be conducted under the names Marilyn Monroe, Norma Jean Mortensen, Mrs. Joe Dimaggio, and Mrs. Arthur Miller. He also asks that we "search the files of (the) Mexico City station." Mr. Lesar explains that Mr. Summers is currently "under contract to research and write a book" on Ms. Monroe. � The FOIA case manager informed Mr Lesar that we cannot proceed with the request because Mr. Summers still owes the CIA processing fees from a prior FOIA that he submitted. Mr. Lesar was informed that the CIA will hold the request in abeyance for 45 days pending payment of Mr Summers' overdue balance. (UHATIS) Michigan Requester Interested In Organized Crime Support to Viet Cong (UHA-Itfrer,it requester from Detroit submitted a long, rambling request asking for records pertaining to the Vietnam war, including organized crime's support to the Viet Cong. The requester defines organized crime as "the Jewish underworld, ... the Islamic underworld, ... the Freemasonry Movement, ... the revived Southern Confederacy, the Negro American underworld, ... the Japanese government and the other members of the New World Order." In addition, the requester asks for "records which relate to the political and economic ability of the Viet Cong and government of North Vietnam to wage war against the US."
