Overview of IRR Activities Last Week: (W/Arifie) FOIA Requests � The FOIA case manager informed the requester that the CIA was not created until 1947 and records predating the Agency would be contained in the records of the Office of Strategic Services (055) and other predecessor organizations. The requester was also informed that the Agency turned over the majority of those records to the National Archives and Records Administration (NARA) however, we have retained a collection of OSS records that we can search once she has provided the necessary biographic information and evidence of death. (1.11/AtilriT German Requester Interested In Hypnosis (U//MS) A requester from Germany requested a copy of "CIA Study: Hypnosis in Interrogation," "The CIA and the Media," and "The Oxcart Story." � The FOIA case manager informed the requester that his request falls into the "all other" fee category wherein he is responsible for search and reproduction costs beyond the first two hours and first 100 pages provided Once the requester commits to paying fees, we will begin the processing of his request. � The FOIA case manager asked the requester to provide biographic information of the subject in order to conduct an effective search of our records systems. She was also informed that without the required release authorization, or evidence of death, we can still search for information but would have to withhold any information the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. (b)(3) (b)(6) (b)(3) (b)(3) (b)(6) (b)(3) ADM I N ICTRATIVE INTERNAL USE NL1' Approved for Release: 2019/03/27 C05578244 "sa� Approved for Release: 2019/03/27 C05578244 (UthiaMa) CIA Declassification Center (U//414444) From the Archives: DCI Dulles Outlines Support to the President-elect (U//71147 A November 1960 memo to a Presidential assistant from DCI Allen Dulles, which was recently reviewed by the DCI team at the CIA Declassification Center, outlined the support given by the CIA to President-elect Eisenhower following his election in 1952. The purpose of the memo was not stated but it was probably prepared in preparation for setting up procedures for briefing President-elect Kennedy. DCI Dulles noted in the memo that in 1952 the DCI established a briefing facility "located in the Commodore Hotel in New York City near the interim headquarters maintained for the President-elect. A briefing officer representing the DCI was present at all times. He received the daily current intelligence products of the Agency and held them available at the call of the President-elect." The DCI added that a regular courier service was operated to deliver the products and that "secure wire communications were established for interim service when this was necessary." (Ullitirt, From the Archives: Genesis of the Summer-Only Program in 1966 (U8A1LIQ} The Executive Director announced in a 29 March 1966 Director's meeting the beginning of the summer-only employment program. The notes of the meeting were recently reviewed by the DCI team at the CIA Declassification Center. The Executive Director stated, "There will be two basic programs--the employment of college students, all of whom will be children of Agency employees, and the other related to the President's Youth Opportunity Campaign, which will permit the hiring of underprivileged youth in non-sensitive 'public works' type employment outside classified areas." He also stressed "the importance of ensuring that negative responses are given to outsiders requesting that their children be hired."
