Suu Kyi Steps Up Pressure on Regime
Opposition leader Aung San Suu Kyi 's plan to leave Rangoon today may
be aimed at triggering a response from the regime that would escalate
international censure against the junta and possibly block its plan to
outlaw her party. Suu Kyi and National League for Democracy (NLD)
Vice Chairman Tin Oo yesterday said they will travel to upper Burma to
investigate whether the regime has closed NLD offices or hampered party
activities.

The NLD also is attempting to press the regime and galvanize support
through other means. Last weekend NLD Chairman Aung Shwe
announced the party will draft a new constitution�a challenge to a 1996
law forbidding political parties from such action, which can result in a
prison sentence of 20 years.
� The NLD yesterday filed suit against the head of the junta�State
Peace and Development Council ChairmakThan Shwe�
highlighting the regime's failure to transition to democracy after
the election in 1990.
Continued international attention to Suu Kyi's situation could help to
temper the regime's moves against the NLD in the near term, but the
junta has little incentive to abandon its longer-term goal of destroying
the NLD. The government's suppression of NLD activities in the past 10
years has significantly weakened the party.
