(U/iltrlit) The CIA's Executive Director, A. B. "Buzzy" Krongard, paid a visit to International Point on 9 August
to review the Agency's records management and release programs. Mr. Krongard met with IMS management, then
observed a demonstration of the Proactive Electronic Records Management (PERM) project, visited with the FOIA,
Privacy Act, and EO Mandatory teams, and toured the IMS Declassification Factory. (b)(3)

(Hi/M(4A) A lawyer from Tarzana, California requested copies of all records regarding former Deputy White
House Counsel Vince Foster, who committed suicide while serving in the Clinton administration.

(U/Mrit13) Brazilian Journalist Seeks Information on Former Brazilian President
(Hi/MU ) A journalist from Brazil asked for information concerning "Juscelino Kubitschek, ex-president of Brazil
from 1956 to 1960." The requester indicates that he is writing a book about Kubitschek, which, according to the
requester, will be published in Rio de Janiero on 2002 on the centennial of the ex-president's birth.
� The FOIA case officer advised the requester that although it is the CIA's policy to neither confirm nor
deny the existence of records that might indicate a current or former operational or analytical interest in
any particular foreign personality, the CIA can sometimes provide requesters with overt or previously
released records containing information on foreign nationals that is unrelated to any classified or covert
interest. Accordingly, the requester was provided with 60 pages of previously released material on Mr.
Kubitschek from the Management of Officially Released Information (MORI) database.

(Ullic11113) From the Archives: FBIS Plays Role in Cuban Missile Crisis
(UNAIT:VrIn a summary record of a National Security Council Executive Committee meeting dated 18 October
1962, which was recently reviewed for declassification by the DS&T team at the IMS Declassification Center, the
opening sentence was "The full Tass text of the Khrushchev reply to the President offering to withdraw Soviet -
offensive weapons from Cuba under UN supervision had been read by all prior to the opening of the meeting. (It had
been received over the FBIS ticker beginning around 9:00 AM -- copy attached.)" As a result, according to the
summary record, the President decided that no air reconnaissance missions would be needed that day.
(U/MrlifIA} From the Archives: DCI Turner in 1977, "Seems Our Secrets Show Up in the Newspapers Every
Day"
(UPItt)(4) DCI Admiral Stansfield Turner, in an address to CIA employees in 1977 at an SIS promotion ceremony,
indicated a strong concern that security at the Agency was too lax. According to his notes, which were recently
reviewed by the DCI team at the IMS Declassification Center, the DCI said, "our ... security is horrendous; it is just
terrible, from what I have seen of it. We are very good in some areas; we are very lax in others. There is no point
spending all this money to get secret information and then have it published in the newspaper, as it seems to be
almost everyday around here."
