"The CENTRAL INTELLIGENCE BULLETIN is produced by the
Director of Central Intelligence to meet his responsibilities for
providing current intelligence bearing on issues of national security
to the President, the National Security Council, and other senior
government officials. It is produced in consultation with the De-
partments of State and Defense. When, because of the time
factor, �adequate consultation with the department of primary
concern is not feasible, items or portions thereof are produced by
CIA and marked with an asterisk."
Interpretations of intelligence information in this publication rep-
resent immediate and preliminary views which are subject to
modification in the light of further information and more complete
analysis.

*Haiti: [Isle rebel group in the mountains 15 miles
northeast of Saltrou has grown to 50 men and may
soon be reinforced7
trained and
well-armed Haitians are ready to cross the border
into Haiti from the Dominican Republic and join the
group already in the mountains. The Dominican high
command recently ordered its border garrisons to
permit Haitian exiles to cross the border unmolested,
and several high-ranking Dominican officers are
ready to provide the rebels with money, weapons,
and training campsj
additional rebels--who allegedly received "training
with Cubans" in Puerto Rico and Miami--are ready to
join those already in the country. There are no indi-
cations that any Haitian exiles have been trained on
US territory. However, should President Duvalier
receive this "evidence," he will undoubtedly use it to
try to implicate the US in the Saltrou incursion]
