The movie will illustrate "the difficulty in operating a covert division in a democracy, particularly when there appears to be no immediate threat or visible superpower to fear." Judicial Watch Interested in Sudan and Osama Bin Laden (U//ArItItr) Judicial Watch, a self-described non-profit law firm in Washington DC, submitted a multi-part request for information pertaining to alleged attempts by the Sudanese government to capture Osama Bin Laden. Judicial Watch indicates that the same request is being submitted simultaneously to the Department of State, the FBI, and the National Security Council. � The FOIA case officer sent Judicial Watch a letter acknowledging receipt of their request. (11//A11117) CIA Declassification Center (U/httlitr) From the Archives: President Nixon Gives DCI an Advanced Work Plan in 1971 (U//=) President Nixon informed DCI Richard Helms of the need "for improving the intelligence product and for increased efficiency in the allocation of resources" in a 1 November 1971 letter that was recently reviewed by the DCI team at the CIA Declassification Center. The President instructed the DCI, "you should give the role of community leadership your primary attention and delegate, as much as is possible, the day-to-day management of the CIA." Nixon listed four responsibilities that would require the DCI's priority attention: "Planning and reviewing all intelligence activities ... and the allocation of all intelligence resources; Producing national intelligence...; Chairing and staffing all intelligence community advisory boards or committees; Reconciling intelligence requirements and priorities with budgetary constraints."
