Talking Points for the DDCI
SUBJECT: Responsibility tor Bombing Attack on US Embassy
Annex in Beirut
A variety of evidence indicates that members of the pro-
Iranian Hizballah (The Party of God), a group of radical Lebanese
Shias based in the Bekaa Valley and supported by Iranian
Revolutionary Guards in Lebanon, were 'responsible for the
bombing. We believe Iranian officials in Lebanon were aware of
the operation and probably helped plan it.
The modus operandi of the bombing closely resembles that
of previous attacks in Lebanon that have been linked by
evidence to the radical Shias.
the Hizballah
based in the Bekaa Valley are claiming credit for the
attack and admit that Iranian Revolutionary Guards
helped plan and execute the mission.

01..)
Radical Shia groups like the Hizballah have the
strongest motive to attack US interests. Their declared
goal is to force the US and Israel out of Lebanon and to
create an Iranian-style, Islamic state.
