(UHA-14344) SCD Prepares Release of Almost 7,000 Pages of Soviet Finished Intelligence
(Ulliegeel) The Special Collections Division (SCD) at IMS has prepared ten boxes of material on the Soviet Union
for release next week to the National Archives and Records Administration (NARA). The material, comprising
almost 7,000 pages of formerly classified material, was previously released in the FOIA and Automatic
Declassification programs at CIA, and covers many issues including military, economics, and politics of the USSR.
� SCD has been compiling special collections of declassified finished intelligence on the Soviet Union since
1997, and to date, over 102,000 pages on the subject have been released to NARA. SCD currently is
working on two more tranches, consisting of over 6500 pages, of Soviet finished intelligence for release in
2003.

(UHA-144420) Texas Requester Willing To Pay $5000 For FOIA Information
(U//ru uo) A requester from Temple, Texas asked for records "related to the activities of Skidmore Energy, Inc. in
relation to its investment and other activities in the Kingdom of Morocco." The requester writes that he is willing to
pay "reasonable duplication fees for the processing of this reauest in an amount not to exceed 55.000." /

(ullorttin) A requester from Montreal, Canada wants information on French alchemist Fulcanelli, French alchemist
Eugene Canselier, French painter Jean-Julien Champagne, and Egyptologist R.A. Schwaller de Lubicz. The
requester is writing a book and says, "As this is my first full-length publication project ... would you please also be
so kind as to inform me if there is the possibility of a deferred payment of any fees ... upon the book's being accepted
for publication?"

(Ullitli:+4)�A Requester Claims Raytheon, Among Others, Experimented on His Brain While in Puerto Rico
(U/htlile) A requester from Rochester, New York writes that, while on vacation in Puerto Rico, he "became a
victim" of CIA experiments that used technology "that had to do with nuclear mutation of the brain with implants."
He claims that the companies involved in these experiments are Maynard Taggart Corp., Raytheon, and General
Dynamics.
� The FOIA case manager informed the requester that a search of our database of previously released
records for information regarding brain implants and nuclear mutation did not locate any responsive
records.!
(umectrr) CIA Declassification Center
(U//41430) CIA's New General Counsel Tours CIA Declassification Center's "Factory"
(UHAIU ) Scott Muller, new General Counsel of the CIA, toured the CIA Declassification Center "factory" last week, where
he received a demonstration of the Image Workflow Automation System (IWAS) review system, and the CIA Records Search
Tool (CREST), which is the NARA public access system. Mr. Muller also toured IMS' Document Conversion Center, and
received a demonstration of the Proactive Electronics Records Management (PERM) archiving system.

(UHALLICI) From the Archives: DCI Dulles on the U-2
(U//A44401 DCI Allen Dulles appeared before the Senate Foreign Relations Committee on 31 May 1960 to address the issue
of the loss of a U-2 over the USSR and the capture of its pilot, Gary Powers, by the Soviets. Mr. Dulles explained why we
had the U-2: The "ordinary tools of information gathering," which were overt and covert and information from Soviet �
defectors, were insufficient. "However, these sources and other sources developed through the application of various
scientific techniques, while very helpful, did not give us the full intelligence the country required against the danger of a
surprise attack against us, from bases which might remain unknown and by weapons, the strength and power of which we
might not be able to adequately evaluate ... Almost equally serious had been our lack of knowledge of Soviet defense
measures against our retaliatory striking power." He contrasted our efforts with those of the Soviets "... while Soviet spy
trawlers can lurk a few miles off our shores and observe us with impunity, the Soviets cry 'aggression' when a plane, invisible
to the naked eye, flies over it some fifteen miles above the ground."
