NORTH KOREA SEEKING FOREIGN SUPPORT ON PLANE INCIDENT
Pyongyang has shown increased
frustration over its failure to
obtain foreign support for its
version of the shootdown of the
US reconnaissance aircraft.
North Korea's limited foreign
propaganda probably is related to
the lack of international support
its version of the incident has
received. During the week, the
regime began prodding its allies
and friends to back publicly its
claim that the US aircraft was
shot down after it had violated
North Korean airspace.
Moscow's first editorial
comment on the incident finally

appeared on 27 April, after the
US naval task force had left the
Sea of Japan. The editorial
claimed that the "Soviet people"
condemned the "dangerous actions"
of the US in the Korean area.
This comment, which is the closest
the Soviets have come to a clear
endo:fsement of North Korean ac-
tions, probably was stimulated by
Pyongyang's urgings.
Only one broadcast from
Pyongyang during the past week
attempted to exploit the shoot-
down. Pyongyang radio on 24 April
focused directly on Japanese fears
of being dragged into a new Korean
conflict because of the Japan-US
security treaty. The statement
criticized the Japanese Govern-
ment's support of the US reaction
to the incident as "openly taking
a hand in moves for the provoca-
tion of a new war in Korea."
Pyongyang has as yet made no com-
ment on the removal of the US
naval task force from the Sea of
Japan.
