The CENTRAL INTELLIGENCE BULLETIN is produced by the Director of Central
Intelligence to meet his responsibilities for providing current intelligence bearing on issues
of national security to the President, the National Security Council, and other senior
government officials. It is produced in consultation with the Departments of State and
Defense. When, because of the time factor, adequate consultation with the department of
primary concern is not feasible, items or portions thereof are produced by the Central
Intelligence Agency and enclosed with brackets.
Interpretations of intelligence information in this publication represent immediate and
preliminary views which are subject to modification in the light of further information
and more complete analysis.
Certain intelligence items in this publication may be designated specifically for no further
dissemination. Other intelligence items may be disseminated further, but only on a
need-to-know basis.
The CENTRAL INTELLIGENCE BULLETIN is published in three editions; this edition,
which includes Talent/Keyhole and other restricted material, a TOP SECRET Codeword
edition and a SECRET edition. Recipients of this edition should not discuss its existence
or the restricted material it contains, which is printed in distinctive type, with the
recipients of the other editions.

GREECE: Prime Minister Papadopoulos, furious
over the continuing student unrest, reportedly is
determined to take strong measures, including re-
imposing martial law throughout the country, unless
order is quickly re-established in the universities.
Papadopoulos
and several other Greek leaders believe that student
unrest is being directed by a group composed of former
politicians and cashiered generals. Other high of-
ficials are convinced that leftists are stirring up
the students. All, however, are concerned that the
problem will spill over into other segments of so-
ciety.
The government's tough line appears aimed at
scaring the students into submission and deterring
a sympathetic reaction on the part of the public.
Some students have already returned to classes, but
a vocal minority in Athens University continues to
protest. When students at Athens University ex-
pressed a desire to hold a rally yesterday, the
prime minister angrily ordered the university closed
for six days. The government's harsh measures could
easily generate greater student defiance.
