Dear Mr. Schwartz:
Ray Cline is on leave and has asked me to reply to
your letter of 4 October, which raises a question about -
the authenticity of a book entitled "The Penkovskiy Papers."
understand that the Agency was shown a prepublication
manuscript of "The Penkovskiy Papers" by the editor, Mr.
Frank Gibney, who has the details of their origin and
acquisition. The Agency did not comment on the content
of the manuscript, but did make a determination that the
text did not contain any information which would compromise
national security interests. On the face of it, however,
the material appears to be authentic.
