MEMORANDUM FOR: Deputy Director for Science
and Technology
SUBJECT R&D Program Planning Guidance
REFERENCE Weather Modification Paper
1. The Subject paper presents a descriptive summary of
the implications of weather modification research for the
intelligence community. It could represent a useful first
step in defining a role for this Agency in this matter. To
that extent I found the paper a useful document. However, I
must say that what the paper lacks is any prose aimed at
defining the real need or urgency for amplifying our current
monitoring efforts nor indeed, does it give any sense of
specific intelligence-related concerns.
2. In my opinion, in order for this kind of otherwise
worthwhile paper to be of real value to the Deputy Directors,
I would suggest it contain the following in brief summary
form:
A. Identify those specific aspects of weather
modification and/or control which are expected to be
of concern to the U.S.
B. Delineate the reasons for these concerns.
C. Review potential targets and associated tech-
nology necessary for the collection of the information
necessary to produce definitive intelligence.
D. Discuss these collection requirements from the
point of view of the Agency's role in such collection
operations.
E. Sonic indication of the priority attached to
this collection requirement.
F. And finally, an outline of a proposed RD&E
plan and program with associated costs.

3. I feel that a.paper following this sort of outline
would be more appropriate for discussion by the Deputy Direc-
tors than the somewhat less structured document under dis-
cussion. It may be that an outline of the typo set forth
above would be the preferred method for submission of future
similar subjects.
