Following the collapse of its efforts to persuade the junta to talk with the rebels, Mexico--backed by eight predominantly European countries-- is sponsoring a UN resolution that condemns the Salvadoran Government's human rights record and calls for a nego- tiated political solution. If passed, the resolution would seriously erode the junta's international image and undercut its attempts to establish the legitimacy of the elsctions. The reaction in Latin America earlier this fall to the joint declaration on El Salvador by Mexico and France suggests that the UN resolution will have limited appeal there.
