Another factor may have been the unprecedented success of a recent government offensive against a major insurgent concentration near the Honduran border. The action, which was based on improved intelli- gence, forced at least one guerrilla unit to flee the area; it appears to have reduced the immediate threat to the two key hydroelectric dams. To keep the insurgents off balance, the government has begun another large offensive against a guerrilla stronghold in the northeast. The military is seeking cooperation from Honduran forces to prevent the insurgents from escaping across the border. � � Despite the delay, the insurgents are likely to con- tinue local attacks this month.
