2. (U// 0) The SSCI hearing on Unauthorized Disclosures
will be held in closed session and include testimony about the
extent of the problem and possible solutions.
3. (U//F 0) The DCI has been invited to address significant
instances of he public release of classified information over the
past five years and describe the damage the disclosures have done
to national security and intelligence collection operations. The
Committee has also asked him to describe CIA's procedures for
investigating unauthorized disclosures and actions he has taken as
a result of the investigations.
4. (U//F 0) The Director of the FBI has been invited to
discuss his Organization's investigative processes once a leak is
referred for action and the Department of Justice witness is
scheduled to describe the difficulties associated with prosecution
of those who leak classified information.
5. (U//F 0) The hearing comes in the wake of two closed
hearings on the same topic that the HPSCI held on 3 November 1999
and 4 April 2000; The DCI, DD/NSA, and senior officials from CIA,
DOD, FBI, and DOJ testified in the 1999 hearing, while senior
Officers from CIA, DOD, and DOJ participated in the April 2000
hearing.
