Graphic Arts guidance relative to U.S. passports,
hasben sporadic and varied;
The exception to
sporadic support was a two year project of designing
a new United States passport: Seven man months were
recorded to that job. Prototype samples and master
platemaking negatives were delivered to the Passport
Office.
The OTS Authentication Branch performs foreign
passport studies on a time available basis. These
studies are done approximately eight times annually.
The State Department Field Operations uses the deriveq W(1)
information when there is a question of a passport (bX3)
being valid when a visa is to be issued.

Sporadic liaison between OTS and State has existed
for the purpose of exchanging information relating to
personal protection items such as car armor and soft
armor.
Concealed electronic beacons have been issued to
seven U.S. Ambassadors serving overseas for personal
protection purposes.

United States Postal Service
In 1972 the Office of Chief Postal Inspector
selected 24 postal officers to be trained at OTS Head-
quarters in basic surveillance photography, which
required three months of instructor time.
- As a result of the letter bomb activities, wherein
OTS/SDB did letter bomb analyses, in 1974 pnnthr 94
postal officers were selected and received
training, which required an additional
fhrpg. weeks of instructor/support time.
While a liaison relationship exists between OTS
and the Postal Service, support is rendered on a case-
by-case basis. There are no unfilled commitments by
OTS to the Postal Service at this time.

OTS Graphic Arts Reproduction Branch prints
security identity badges and passes .related to presi-
dential public functions and travels. This type of
support includes identity cards and passes for USSS-
protected VIP's, including candidates for the presi-
dency in election years, In December of 1974, GARB
delivered 200,000 printed ID badges to the USSS for
1976 election activities Once or twice monthly
GARB prints, dates and, serializes the passes for the
southeast gate visits to the White House (9,000) of
all heads .of state visitors. The above efforts require
10-15 man days annually.
OTS has provided explosives/counterterror, sabotage/
countersabotage, and personal protection training in six
of the last eight years. Each course requires five days
and one man month of instructor/support effort.

OTS furnished instructors to a USAID-sponsored

Courses were
given Spring and Fall each year. The courses ran
from March '69 to May'73, a total of seven times,
requiring two man years of instructors' effort. The
activity was terminated in 1973.

White House
OTS Graphic Arts Branch has provided specialty
graphic support to the Social Affairs Office of the
White House. Included were priority engraving of
special brass plaques, photographic support in pro-
ducing platemaking negatives, minor type setting ser-
vices on a few occasions for subsequent commercial
printing, etc. The above types of work for the White
House have been diminishing since 1972. Since the
requestor for most of the services retired in December
1974, it is expected that this work might cease because
there had been no other liaison between GARB and the
White House.
However, a memorandum signed by the DCI in August
of 1974 says that OTS/GARB is authorized to continue
to provide the White House with a limited quantity of
specially designed insignia material, but not normal
stationery, memo forms, etc.

Our Visual Operations Branch has provided guidance
and loaned video equipment (with DCI approval) in August
1974 to OSI for its use to investigate a U.S. military
soldier overseas who may be a foreign agent. However,
the equipment was returned unused. The field has asked
for and received permission in January '75 to provide
a different video system for use against the same
soldier.
OTS exchanges information and related photo/video
domestic and foreign equipment with the military. On
Occasion they have borrowed non-commercial equipment
from ifs and we from them.'

The project began in September 1973 and was
successfully concluded in July 1974. The effort
required three quarters of a .man year.

and Alexandria Police
During the period 1968 to 1970, a series of
classes covering Basic and Surveillance photography,
basic audio, locks and picks, countersabotage and
surreptitious entry were given to twenty-four members
from the above-mentioned cities/counties. The training
required one and one quarter man years of instructor/
support time. The focal point for this effort was the
Office of Security who arranged for the training and
the DCI's approval.
During July and August 1972 "locksmithing" training
was provided to two groups of five each police officers
who were from Washington, Prince Georges County,
Arlington County, Fairfax and Montgomery County. The
training was performed by an Office of Security officer
in the OTS training facility.

Two Department employees were given three days of
tutorial Lock and Pick training in December of 1972.
There has been no additional support request from that
Agency.

Federal Bureau of Investigation
During 1974-75 OTS Training Branch provided audio
training for 24 FBI officers in audio installation tech-
niques and audio management. The effort required three'
OTS officers full time for seven weeks. OTS does not
see a repeat of this type of effort since it is hoped
that the FBI will become self-sufficient as a result of
the training.

An Explosives Countersabotage Course was run by
OTS for FBI officers in 1968. Another is scheduled
during 1975.
Electronic beacons have also been discussed, i.e.
car following, car locating, etc. To date, related
. equipment has not been passed to the FBI.

tions Branch provided occasional audio operations and
equipment briefings. On occasion, BF transmitters and
receivers were loaned to BNDD.

National Security Agency
OTS is in contact with NSA. Some of the objec-
tives are to reduce duplication of effort in developing
audio, visual/optical surveillance equipment and
advanced power sources (batteries).
A dialogue exists between NSA and OTS/

During 1973-74 OTS loaned NSA a photographic
officer full time for six months to support a special
project.
