This is a follow-up to my discussion with you re the Rockefeller Commission papers. As you know, the papers furnished by CIA were provided in consideration of the Commission's location within the Executive Branch. Therefore, espe.cinlly for materials on loan, no reviews by third agencies, whose relationships may be re- flected in the subject matter, have been made. Since the papers are now being prepared for the Senate Select Committee, I believe it is prudent to assure the FBI, DoD (especially NSA), et al, be given the option to review the materials. This will prevent any surprises and help the various agencies to anticipate and understand the nature of the .questions that are being asked by the Senate Select Committee. 2. Also, as we discussed, there is need to assure that the classification stamps on the documents come through in the reproduction process and are appropriately reflected in consideration of their vulner- ability to request under FOI. These controls really need to be established before the papers receive too wide a dissemination.
