In addition, it will include the fabrication and flight test- ing of certain balloons and shrouds. Generally, the interim medium altitude manned balloon system will consist of a 3906 balloon, a standard gondola, and a gaseous oxygen system. The target altitude shall be 30,000 feet, with a payload consisting of two men or one man and equipment.
