Attention: Mr. M. D. Ross and Cdr. R. Z. Moore
Subject: Contract 1589(05)
Gentlemen:
The intent of this letter is to submit a technical proposal to the
Office of Naval Research for additional work under Contract 1589(05).
This task will be designated as Task "Fox". It is intended that Teak
"Fox" will result in an interim medium altitude manned free balloon
system. In addition, it will include the fabrication and flight test-
ing of certain balloons and shrouds.
Generally, the interim medium altitude manned balloon system will
consist of a 3906 balloon, a standard gondola, and a gaseous oxygen
system. The target altitude shall be 30,000 feet, with a payload
consisting of two men or one man and equipment. It is recognized
that the 3956 will fall short of this altitude for any except the
lightest of payloads; however, this will be acceptable for the interim
system.
In addition, the following specific tests will be conducted under this
task. Costs to the project are estinated below.
