C. 20510 Dear Senator Baker: has just advised me of your request concerning additional information you require in connection with Ambassador Helms' testimony before the Select Committee which is to commence at 9:30 tomorrow morning, specifically: a. The file referred to in testimony on 5 March 1974, consisting of material relating to the psychological studies prepared by this Agency on Daniel Ellsberg. b. Logs of incoming and outgoing telephone calls maintained by the Security duty officer during the period 16-22 June 1972. c. The appointment calendar of Director of Central Intelligence Helms for the years 1970 through 1973. d. The extent of CIA activities in Mexico in calendar year 1972. With respect to the "Ellsberg file," my representative will have it in his possession. We will attempt to respond to any specific questions and will identify the types of documents contained in it. This file is, of course, open to inspection by any member of the CIA Subcommittee of the Senate Armed Services Committee. If it is determined that there are documents contained in the file which would assist in fulfilling the responsibility of the Select Committee, it will be exhibited to you and your staff. With respect to the calendars of Director Helms and the logs of the Security duty officer, I feel it appropriate that you or your staff particularize your interest and ask specific questions. These items will be in the possession of my representative, who will be prepared to respond to any particular questions relevant to your inquiry. These items are, of course, completely available to inspection by any member of the CIA Subcommittee of the Senate Armed Services Committee. These items do contain classified information, some of it very sensitive dealing with intelligence sources and methods. I do not think it appropriate to turn these over to the Select Committee for this reason. As to the question of functions and activities of the Agency in Mexico, I believe that my letter to you of 21 February 1974 states my position accurately. In all of these matters it is our desire to cooperate to satisfy the legitimate interests of the Select Committee while at the same time fulfilling the responsibilities placed on me by law. I believe that by particularizing your interests, and if necessary, working with the Senate Armed Services Committee or members thereof, we can both achieve our purposes. Sincerely, W. E.
