SUBJECT: Draft Comments on Baker Report
1. On 2 July 1974 Senator Baker released the report of his
investigation of CIA. The Agency had an initial reaction to the report,
and a more detailed review was initiated as a basis for further comment.
The events of August 1974 appeared to overtake the issue and work on
the comments was reduced to a time-available exercise, continuing to
completion of a draft against the event that there might be a future
requirement for some such paper. As the Baker Report currently is
receiving some renewed notice in the press it may be appropriate to
review the comments for possible submission to responsible authorities.
2. The draft cOmments are attached for your review and consideration,
as is a copy of the Baker Report. It may develop that copies of this material
should be made available to the oversight committees; it may also be
prudent to have some comment available should the question arise in the
course of the various inquiries now beginning.
3. It is intended that this be discussed at an early meeting of the
Ad Hoc Committee.
