Letter to the Vice President
1. The Director may wish to specify who should call
to get a specification of his objections to the Commission
Report on MHCHAOS. Subject Lit* such an inquiry I can only
speculate as to those aspects of the report that upset him.
2. The Commissions treatment of the project contains
a great deal more detail than is known to me. It probably re-
flects the results of reviewing files as well as interviewing
individuals., Specific errors of fact and interpretation will
obviously be more noticeable to than to someone not
familiar with the activity. The treatment that may upset him
may be as follows:
a. He probably considered the operation to be a
matter of foreign counterintelligence, while the Commission
emphasizes domestic aspects of it.
3. may be properly upset over this emphasis in
the treatment by the Commission, assuming this is the basis
for his main objection. He may have a series of specific errors
of detail he would cite to support his broader opinion. He should
be contacted to determine what these specifics are.
