-- Endorse New Legislation
a. Add the word "foreign".
b. Within the U.S., CIA will not engage in any policy-
type operation or activity. . . or any domestic intelligence
operation or activity, (provided we can protect our installa-
tions, investigate employees and applicants or others
granted access to sensitive Agency info, and that we can
pass info collected abroad to domestic agencies).
c. Executive oversight appears sufficient, but Commission
should assure itself.
d. Congressional oversight arrangements are up to the
Congress to decide. We will adjust, but secrets must be
protected.
� e. Need to strengthen legislation to protect secrets.
Hope Commission will endorse our proposals.
