1. In May of 1973 in response to a request for nomination of
awards, recommendations were prepared in the Office of Technical
Service for the following employees, in connection with the Agency's
support given to E. Howard Hunt:
Richard A. Krueger
Cleo L. Gephart
Stephen C. Greenwood
Z. When the above recommendations were brought to the attention
of this office in March 1974 we were of the opinion that only Dick Krueger
had acted in such a way as to warrant special recognition. The rest did
only what they were told,, with the possible exception of Greenwood who
may have exceeded his instructions. It seemed particularly appropriate
to us that Krueger, who had taken the initiative on two separate occasions
to report new developments in the relationship with Hunt, be given some
recognition for his initiative. It was the nature of his second initiative
that made it possible for Karl Wagner, in terms of his own responsibilities,
to react in such a way as to close down on the operation.
