C. 20505 4 AUG 1982 National Intelligence Officers MEMORANDUM FOR: DCI CBW/Toxin-Use Working Group FROM Chairman THROUGH Head, Steering Group SUBJECT Recent Developments 1. Hans Heymann and I held a meeting on 20 July 1982 with those in the Community most directly concerned with the handling and analysis of medical and environmental samples once they are received in the U. S. It was decided that the sub-group previously named "Test Evaluation and Reporting" which was to have been chaired by Dr. Sharon Watson will be renamed "Test Evaluation and-Procedures" and will be chaired by Lt. Col. Fargo. Dr. Watson has kindly agreed to continue to serve as our primary, technical expert on issues related to toxicology and other medical concerns. She will, of course, also be a member of Jim Fargo's sub-group. 2. The sub-group on Collection, Requirements, and Sample Coordination has been renamed "Sample Management, Auditing, and Coordination". This group will be chaired by Lt. Col. H. R. Van Zandt of FSTC vice Lt. Col. Fargo. He has been assigned responsibility for coordinating and managing the sample flow, including establishing an audit trail through all stages (storage, assignment to labs, testing, preliminary lab results and final assessment). The procedures he will develop for cross-indexing of samples and linking each sample with collateral information on its natural history will make it easier for us to intersect specific samples when we need to add information to, or retrieve from them. No change is contemplated in current procedures for transporting samples, assigning them to labs, or reporting results. 3. Gary Crocker's sub-group is re-named "Assessments and Policy Support". It will act, among other things, as a core drafting group to prepare intelligence judgments we are asked to render for our policy customers. Names and addresses of four new members of our Working Group are shown in attachment A, and a�simple diagram of the Working Group structure in attachment B. 5. You should be aware that we-briefed Admiral Howe (State/PM) and his "Interdepartmental Group on CBW Arms Control" on 27 July 1982 on the status and functions of our new DCI Working Group. We have every indication that an effective working relationship between Intelligence and Policy has now been established in the CBW-Use area.
