Agency - Secret Service
Activity
Technical Liaison - Information Exchange: Technical
information regarding vehicle tracking system concepts was
provided to the Secret Service. The Secret Service applica-
tion was for locating vehicles containing people under Secret
Service protection; for example, foreign dignitaries in this
country and key U. S. officials overseas.
Materiel Support: An Agency-developed RF downlink
(receiver-transmitter-antenna) was loaned to the Secret Ser-
vice. This link was used by the Secret Service.as part of a
Secret Service helicopter-borne TV system involved in providing
security at the Miami Convention (1972).

Activity
Technical Liaison - Information Exchange: At the FBI's
request, in 1972 ORD described Imagery Enhancement techniques
germane to removing distortions from some photography of an
alleged bank robber. Request for specific support in process-
ing the imagery was turned down.
In addition, ORD participated in a Director, CIA, brief-
ing for the Director, FBI, 12 November 1973. At that meeting
the "Toothpick Transmitter" was shown and RD in facial
recognition technology described.

Activities - Technical Liaison, Information Exchange
a. Assisted in the preparation of a proposal for
supplemental R&D funds which the subcommittee chairman felt
were necessary. The Agency did not request funds.
b. Funds - aas provided to the Office of
Science and Technology, June 30, 1972 (along with three other
Agencies assessed the same amount) to have the Institute for
Defense. Analysis (IDA) conduct a systems study.
c.- Providing technological briefings as requested by the
Subcommittee Chairman for his consultants panel and IDA
personnel.

Agency - Health, Education and WelfaTe (HEW)
Relations with HEW have been exclusively with the National
Institute of Health (NIH). No tasking was undertaken on behalf
of NIH nor were any requirements levied upon NIH. The relation-
ship might more accurately be described as sporadic ad hoc con-
tacts. These activities are described below:
Activities - Technical Liaison-Information Exchange
a. Two NIH staff members arranged for the use
of a room at NIH (equipped with a one-way mirror)
so that a subject who allegedly had "cutaneous vision"
could be tested. The testing lasted about two hours. (circa 196
c. Information was received from NIH on Wisswesser
Line Notation. Wisswesser is a system that permits
structural formula of chemical compounds to be entered
into a computer. The OJCS made arrangements for NIH
to provide the program to the CIA. There was no direct
contact on this subject between ORD personnel and NIH
personnel.
d. Provided the Psychopharmacology Section of
NIMH a translation of a Swedish study on Drug Abuse
Patterns Among Military Conscriptees in exchange for
an evaluation of the study.
e. Met with Drs. Chalkly and Hatchett to seek
their guidance concerning the HEW Guidelines for Re-
search on Human Subjects and to ask them to review the
procedures we were following, I May 1.974..

DEA was supported indirectly through the CCINC activities
and directly through the provision of:

a. Research reports pertaining to: (1) a survey of
technology that could be applicable to drug detection; (2)
an evaluation of bioluminescence sensor for narcotics detec-
tion; (3) a "spot" test for opiate identification; and (4) a
systems study pertaining to "portable drug sniffers."
b. Briefings on: (1) the technology of automobile or
package tracking; (2) overhead reconnaissance systems for poppy
field identification; (3) a radar system for personnel detec-
tion and authorization for direct contact with the contractor
who developed the system.
Material Support
a. A staff employee (who subsequently was hired by DEA)was
etailed for several months to work within DEA on science programs.
b. On 2 November 1971, Mr. Charles Gaskin of the then
BNDD was permitted to use the Speech Analogue Waveform (SAW)
laboratory to process tapes obtained through legal wiretapping.
The purpose was to increase the intelligibility of the tapes
which were noisy.
c. Expedited a contract desired by DEA by providing
contracting services (through NPIC).

Activity
Technical Liaison - Information Exchange: Under contract
to the Agency, Teledyne Systems conducted research and develop-
ment to build a prototype portable LORAN position determining,
navigation system that would be responsive to Agency require-
ments. The compactness of the system made it, in various
modified configurations, a highly marketable item to other
Government agencies and to certain commercial interests. Teledyne
was proscribed by the contract from contacting non-Agency potential
customers unless the contact was specifically approved by the
Agency technical monitor. Approval was given for Teledyne Systems
to brief the Army and the Air Force on the Agency work--both
independently had contracts with Teledyne Systems for the develop-
ment of similar but not identical LORAN equipments.
Permission was also given for Teledyne Systems to contact
the Secret Service and the Bureau of Narcotics and Dangerous
Drugs (BNDD). Since both organizations had an interest in the
equipment, they requested an opportunity to discuss the equip-
ment with the sponsoring Government agencies. Technical
representatives of the Bureau of the Census became aware of the
equipment through a liaison contact With our project officer.
They expressed interest in the system for use in conjunction
with the 1980 census.
We provided verbal information to the Secret Service, BNDD
and to the Bureau of Census as to how the system research work
was progressing on our contract and discussed some of our
applications. No commitments were made.

Agency - United Stated Public Health Service (USPHS)
There was no direct contact between ORD personnel and the
USPHS. There has been contact by an
Agency Contractor, requested data from
the Communicable Diseases Center (CDC) of the USPHS concerning
the incidence of meningitis and influenza. The data are public
and were necessary to determine whether a predicitive mathemati-
cal model of the spread of these diseases could be constructed.
The contractor was given permission to provide CDC briefings
and/or copies of the final report as CDC desired.
Contractors and Funds -
No funds were provided to USPHS or CDC. The contractor
used funds provided to him to pay data retrieval costs to some
states.

ACTIVITY: Contractor Utilization of Local Resources
There were no direct relations between ORD and police depart-
ments and no support was provided to police departments by ORD.
Some ORD contractors did have ties to police authorities in their
respective areas and on some occasions, the contractors drew
upon the resources of the police authorities. The degree to which
the police benefited or were inconvenienced because of Agency use
of police department consultants can not be ascertained.

2. Texas Research Institute of Mental Sciences (lam)
Dr. Neil Burch, the Head of the Psychophysiology
Section of TRIMS, conducted polygraph research on
the Agency's behalf for LSR/ORD. Dr. Burch used a
member of the Texas Department of Public Safety, a
Texas Ranger, as the polygraph examiner in portions
of the study. The contractual relationship with
TRIMS was terminated a number of years ago.
