The House of Representatives, by House Resolution 803,.
93rd Congress, directed the Committee on the Judiciary
to investigate fully and completely whether sufficient
grounds exist for the impeachment of President Fichard
M. Nixon.
The Committee anticipates that in the course of dis-
charging this responsibility it will be necessary for
the members of the staff of the Committee, as well as
Members of the Committee itself, to have access to
documents and information within the custody or control
of the Central Intelligence Agency which have been
classified as national security information or material.
Therefore, without expressing any view as to whether
in the present circumstances these clearances are
legally required, the Committee does request your co-
operation in obtaining top secret security clearances
for the members of our staff listed on the attachment.

The Committee wishes to conclude the present inquiry
as promptly as the requirement of thoroughness will
permit. Thus, we would appreciate your expediting any
clearance investigations as may be appropriate with
respect to the individuals named, and we also ask that
you arrange interim clearances for each of them pending
completion of the investigations. We would likewise
be grateful for any assistance that you might render
us in obtaining clearances for them regarding matters,
such as intelligence activities, which may not be
covered by the clearances herein requested.
In order further to expedite completion of all necessary
clearance procedures, please be advised that the Committee
is also requesting the Department of Defense and the
Department of State to grant appropriate security clear-
ances to the same individuals.
