Dear Mr. Thompson:
In response to your request enclosed is the authorization you
discussed with a member of my office on 3 December 1973. In line
with our understanding, we will be pleased to discuss with you the
proper handling of any classified information concerning this Agency
which comes into your possession as a result of the interview with
Mr. Martinez.
As will be noted in the letter to Mr. Martinez, he was placed
on a retainer of $100 per month on 1 July 1971. He was terminated
as of 17 June 1972 as a result of his arrest. We did want you to know,
however, that while the operational activities in which Mr. Martinez
had been previously engaged were terminated on 30 June 1970,
Mr. Martinez continued to receive his former compensation of
$8,100 per annum for another year, through June 1971, as part of the
process of reestablishing himself in normal civilian pursuits.
Please let me know if we can be of any further assistance to
you in this connection,

Dear Mr. Martinez:
Mr. Fred D. Thompson, Minority Counsel of the Select
Committee on Presidential Campaign Activities, has contacted
this Agency on behalf of Senator Howard H. Baker, Vice Chairman
of the Committee, and requested that you be authorized to answer
questions put to you in an executive session interview by Senator
Baker and Mr. Thompson concerning your association with CIA
during the period when you were on a part-time retainer at $100
per month.
In accordance with your secrecy agreements with this Agency,
you are hereby authorized to answer questions related to your
association with CIA during this period which commenced on
1 July 1971. The information so related by you remains classified
and Mr. Thompson has assured us that it will be appropriately
handled and protected.
In the event you have any questions concerning this matter,
please feet free to contact us. I can be reached by telephone
