The FOIA form is creating emails correctly. If you could please investigate why the CAPTCHA is showing

Well I wish I had better news but the foia site is down again. Reason being when I did the rest of
the site updates the site blacked out. I am starting to believe that site is basically rejecting any (b)(3)
kind of security updates. I also noticed that the foia site has wide open directorie
where any one can access them. I have exhausted all of my ave to get this site to be secure. it will
not do the simplest tasks that it was designed to do. I am afraid that by using this site (b)(3)
we will just bring all these problems to the new site. I will keep on working on it but we may
need a programmer to come in and assess the web site.
