STAP strongly supports the recommendation that of OSWR be designated as the central point of contact for monitoring and coordinating the Intelligence Community's efforts to collect, analyze, and interpret technical and other information regarding the use of CW/Toxins in Third World conflicts. STAP believes the arguments presented by Hans Heymann in support of this recommendation are strong and persuasive. 2. I agree with you that this is but part of a larger problem; the acquisition by Third World countries of weapons that are not necessarily technically sophisticated but that can be very effective.
