(U) Guidance on Reimbursement of Costs Related to CIA Interaction with the Entertainment Industry
(UHAIU0) Summary: Before engaging on any entertainment project, the Office of Public Affairs (OPA) in
conjunction with Office of the General Counsel (OGC), will determine if it is legally permissible to incur
expenses related to the project, based on a set of accompanying guidelines. If incurring expenses is
found legally permissible, OPA will identify expenses outside areas that are already covered by OPA or
other offices (personnel or security) and will seek reimbursement from industry.
(U) Determination If Incurred Costs are Permissible
(UHAIU0) OPA engages with the entertainment industry on a wide array of projects requiring different
levels of interaction. OPA will engage entertainment industry representatives early in projects to
determine related expenses. If it appears the Agency will incur costs related to a project, OPA will
consult with the OGC on the legality of all proposed expenses.
