SUBJECT:
Rapid Action Against the VC Infrastructure
1. Per our conversation, may I suggest the following:
A Mission Directive to MACV and OSA instructing these
agencies that their officers collaborate actively at regional, provincial
and where appropriate, district levels to ensure the collection,
collation and rapid dissemination of intelligence on the VC political
infrastructure and district level and below guerrilla units, as a
separate matter from military OB on larger units. Such material
should be consolidated at the district level, with necessary protection
of sources. The agencies should be encouraged to work out local
arrangements which may vary from district to district to accomplish
the objective in the best manner likely to secure local Vietnamese
official collaboration. A consolidated report should be required by
the OSA provincial advisor and the MACV sector advisor on a
monthly basis, describing the status of their collated knowledge
of the local VC infrastructure, steps taken to improve Vietnamese
intelligence efforts against it, problem areas remaining and special
accomplishments.
2. In order to improve exploitation of available intelligence on the local
.VC infrastructure, the OSA provincial representative and the MACV sector
advisor should also be directed to report monthly, in narrative form, the forces
utilized offensively against the VC infrastructure, as distinct from offensive
or defensive military operations against larger units, problem areas and
recommendations for further action, and accomplishments during the period.
The MACV sector advisor should specifically comment on the contribution of the

Regional Forces, Popular Forces and the CIDG, plus any considerations which
made it impossible to utilize these forces against the infrastructure. The OSA
prov rep should be directed to work with the OCO pr9v rep and the PSD rep to
report on the Police, the Police Field Force, the RDT's and the PRU's, and
include any special considerations which affect the degree of their contribution
to the exploitation of intelligence against the infrastructure and local units.
3. The Deputy Ambassador should review the above reports and conduct
inspections and correct problem areas, utilizing the Saigon staffs of the various
agencies as needed.
