SUBJECT Establishment of New CBW/Toxin Use Intelligence
Working Group
1. As many of you are aware, the DCI has established a new Inter-
agency Intelligence Working Group on CBW/Toxin Use, to be chaired by
and to be directed by a steering panel composed
of the chairman of STIC, the chairman of WSSIC and myself (as the National
Intelligence Council's action officer on CBW/Toxin Use).
2. In order to get the new Working Group underway and to clarify
its charter and strictures, I would like to meet informally with the
listed addresses, all of whom have already been nominated for membership
in the new group.
3. The meeting will be held at 1400 on Wednesday, 7 July 1982, in
room 4-F-31. CIA Headquarters. Please confirm your attendance by phoning

Chemical Biological Warfare/Toxin Use

1. Because of the growing national security significance of
CBW/Toxin Use, I am establishing a central focal point for the Intelligence
Community so that we may better coordinate our efforts in the collection
and analysis of intelligence information on this issue. This will also
enable the Community to speak to the policymakers on this issue with a
single voice, based on coordinated intelligence judgments.
2. CIA/Office of Scientific and Weapons
Research, is herewith designated as the Intelligence Community focal point.
In addition to his other duties, he will report to me on CBW/Toxin Use
through the Chairman, National Intelligence Council.
3. Hans Heymann, National Intelligence Officer at Large, will
continue to serve as the NIC action officer on CBW/Toxin Use.
4. A new Interagency Working Group on CBW/Toxin Use Intelligence
is herewith established. It will be chaired by , and its
activities will be directed by a steering panel composed of the Chairman,
Science and Technology Intelligence Committee, the Chairman, Weapons and
Space Systems Intelligence Committee and the National Intelligence Officer
at Large.
