Although the owner of the Grand Hotel, YANG Siau Tsung (YANG Shao-chen.,,7 founded the association, he intends to stay in the backgrounct'and not become an officer. The associationt"s specific objective is to take active counter measures against the Chinese Communists in rnd`onesia,. Plans for propagnada work and the collection of information are now., being formulated.1 2. The association is expanding very slowly, since meiibeers are admitted only after earef'ul screening 'to prevent infiltration. Total membership, including officers, is now 27. The average age of the members is 22, most of them being.. either students, teachers, or businessmen. If ixpansion makes it necessary to do so, the association will establish branch headquarters in East Java cities, Article III Principles The principles of this association are: a. To promote the principles of democracy. e. To improve the knowledge of youth. f. To cultivate the morality and character of young people. g. To cooperate with the Indonesians and to assist them to build up the nation. h. To create close friendship between China and Indonesia. Article IV Membership A. The organizers of the association automatically become -members. B. All patriotic overseas Chinese youth, who have good character, are willing to serve society with high spirit, and agree with the principles of this association, regardless of sex, are welcome to join this association. 0. The procedure is as follows: 1. The applicant must be recommended by two members. 2. The applicant must fill out the application form. 3. The applicant must be examined by the Executive Committee. D. Foreign youths who agree with the principles of this association also are welcome to join the association as special members. E, Members have the right to. 1. Nominate and elect candidates. 2. Be candidates. 3. Enjoy all the benefits of this association. F. Members are obliged to: 1. Pay the entrance fee. 2. Pay monthly dues. 3. Obey the regulations and the resolutions of the association. G. The Executive Committee has the right to dismiss any member who dis- obeys the regulations, damages the reputation of or is unfaithful to the association. Article Organization A. The association has adopted the dommittee form of organization. B. The highest power of the association is vested in the General Members Meeting. The Executive and Inspection Committees are nominated and elected at this meeting. Chairman Inspectors (2) Article VI A. The main responsibilities of the General Members Meeting are: 1. To pass on or amend the regulations. 2. To elect and discharge members of the Executive and Inspection Committees. 3. To examine the reports and records of the Executive and Inspection Committees. 4, To settle all questions which these committees cannot decide. B. The responsibilities of the Executive Committee are: 1. To carry out decisions made at the General Members Meeting. 2, To call meetings, 3. To carry out all the affairs of the association. C. The responsibilities of the Executive Committee Chairman are: 1. To make plans for the association. 2. To direct and supervise all the Section affairs. 3. To call committee meetings and represent the association to other groups. D. The responsibilities of the Executive Committee Vice Chairman are: 1. To assist the chairman. 2. To take charge of all property belonging to the association. F. The responsibilities of the Secretary are: 1. To send and receive all correspondence. 2. To keep all records and files. 3. To record minutes while meetings are in progress. G. The responsibilities of the Treasurer are: 1. To receive funds and make all payments for the association. 2. To guard the funds and, keep financial records. H. The responsibilities of the Organizer are: 1. To keep in touch with all members, observing and supervising their thoughts, behavior, and activities, 2. To register all members, 3. To divide the members into groups. 1. The responsibilities of the Propaganda Chief are: 1. To issue publications. 2. To plan propaganda programs. J. The responsibilities of the Education Chief are: 1. To devise ways of improving the education of the members. 2. To establish an educational program. 3. To supervise the library and keep it in order. K. The responsibilities of the Sports Chief are: 1. To supervise those sports which are of interest to members. L. The responsibilities of the Music and Dramatics Chief are: 1. +o supervise concert practice. 2. To supervise play rehearsals. M. The responsibilities of the Welfare Chief are: 1. To help unemployed members find jobs. 2. To arrange the weddings and funerals of members. 3. To assist in case of sickness or accident and, if necessary, to provide funds in such cases. N, The responsibilities of the Inspection Committee are: 1. If they are reelected at the General Members Meeting, they may continue in office, Three terms in office is the maximum period of tenure. Article VIII Meetings A. The General Members Meeting must be held at least once a year. If an important affair has to be considered, the Executive Committee or two- 'thirds of the association's members may call a special meeting. B. The Executive and Inspection Committees must hold meetings at least once a month. If necessary, they may call special meetings. C. The Executive and Inspection Committees must hold a joint meeting at least once every three months. If necessary, they may call special meetings. All joint meetings are called by the Chairmen of the two Committees. Article IX A. Members must pay monthly dues. The amount of monthly dues will be decided by the members. B. The association may call for special contributions if necessary. C. The budget and balance must be reported to the Inspection Committee once a month. Article X Supnlement These regulations have been passed by the General Members Meeting. 25X1A. This orga ization bears a striking similarity to the S?ura aya Free China Youth Rorps (Ssu Shui Tsih Yu Chung,Kuo Tsing 25X1A Nien Tduan) The constitution, structure, aims, an activities of the two groups are almost identical in some instances. 25X1X 2. LEE Tek Yun is one of the most powerful men in the association. He handles all the screening of applicants and will be responsible for selecting and training members chosen for intelligence work..
