MEMORANDUM FOR: Deputy Chief, East Asia Division
SUBJECT Comments to the Administrative Memorandum
Entitled "Agency Involvement in the
Watergate Case"
1. From my reading of the referenced memorandum I
feel it necessary that I report the following facts for the
record.. You may wish to forward this to the IC through the
DDO or directly to the DCI.

However, I did see him on rare social occasions, but never at
my home or at his. During Calendar Year 1972 and early 1973
I had two or three zhort i:!41-11 Mr, Hunt in
Potomac Village. At no time was the Watergate case mentioaed
and only matters concerning our families and other social
topics had been discussed.
3. Related to the Pentagon Papers and the Ellsberg trial,
I wish to state that I am a neighbor and acquaintance of
Dr. Morton Halperin. I believe it was during the years 1970
and 1971 both Dr. and Mrs. Halperin had mentioned to both my
wife and myself that they believed that their phone had been
tapped by the U.S. Government. On each occasion I had answered
by stating that I in no way could believe that the U.S. Govern-
ment would have tapped the home phones of Dr. and Mrs. Halperin.
I have never discussed the Watergate case, the Pentagon Papers,
nor the Ellsberg trial with the Halperin's. At one time 1970
I had met with Dr. and Mrs. Ellsberg at the home of Dr. and Mrs.
Halperin, but this was during a large buffet dinner, and I did
not discuss any political matters with Dr. Ellsberg.

Naval Academy graduate and as a military officer served in
the Pentagon/International Security Affairs and was also
assigned to Vietnam for a one--ear period, claims
to have been one of the of the Pentagon Papers, states
that he knovs Dr. Ellsberg well, and although I feel it
improbable, telephone may have been tapped during
the same per1&d--Df�HaIp-erin's phone had been tapped. I
mention this in the context that the press claims that there
were 12 government officials' ele hones tapped durin the
1970-71 period. At that time was the

worke exclusively on Vietnam matters. Related to that, he
had also had Dr. and Mrs. Ellsberg as a week-end guest about
the same time the Ellsberg's had spent a week-end with the
Halperin's. on more than one occasion had expressed
the belief that her pnone had been tapped and I believe that
these expressions were made to me some ti ring 970 and 1971.
