INDIA-PAKISTAN: Talks Extended

Indian and Pakistani negotiators on Saturday proposed a mutual
freeze in border deployments and scheduled a third day of talks
to defuse tensions. Military activity in India remains high, and the
Pakistani Air Force is about to bealn a major exercise.

Comment: India is likely to accept only an agreement on a mutual
drawdown on border forces and reassurances of each side's intent�,
and to press Pakistan to return its forces to peacetime positions�
while rebuffing any Pakistani attempts for longer term confidence-
building measures. Meanwhile, the apparently businesslike and
constructive tone of the meetings has already begun to reduce
tensions in both capitals.
An agreement limited to freezing deployments will offer little to
reduce border tensions in areas where both sides occupy forward
