Military activity in India remains high, and the Pakistani Air Force is about to bealn a major exercise. the Indian and Pakistani Foreign Secretaries(agreed in principle on Saturday to halt militar movements to the border as a first step in reducing tensions the two sides, which had been schedule to issue a joint communique extended talks through teclay 02 AL to discuss measures to deescalate ensions. (b)(3) 7..1 Comment: India is likely to accept only an agreement on a mutual drawdown on border forces and reassurances of each side's intent�, and to press Pakistan to return its forces to peacetime positions� while rebuffing any Pakistani attempts for longer term confidence- building measures. Meanwhile, the apparently businesslike and constructive tone of the meetings has already begun to reduce tensions in both capitals. An agreement limited to freezing deployments will offer little to reduce border tensions in areas where both sides occupy forward positions.
