2. Baker. We are continuing to service BA and are forwarding
his reports to DB/1. We have received no reports for this station from
him during the past month.
3. Simon and Simon/Younger. SIMON has not been especially pro-
ductive from a CE point of view this month. Report F-7805 on the "Al-
liance Anti-Raciste" is of interest in connection with visa applicant
IV 7619 Samuel BEN-HAMOU who claims he is being sent to the United
States as representative of this organization. Further investigation
is being made.
One series of reports fromSIMON/YOUNGER has been received.
As yet we do not feel able to judge his possibilities. His reports
still tend to bear on subjects of a political nature. Due to the dif-
ficulty of communicating with source during, the periods between the
delivery of reports, we cannot expect rapid results or exercise much
control. For the same reason-, with regard to the investigation into
the similarity between reports S-1948 and F-7409, it has not as yet
been possible to conclude whether,SIMON/YOUNGER,or his informants in
Toulouse are furnishing information to the British or whether material
is being distributed both rays somewhere else along the line.
4. XIII. On instructions from London,� Georgina DE WINTER was
located by agent KIWI and a report submitted..This is a part of the
ROTE KAPELLE case and BG/019 is waiting for definite instructions from
London before proceeding.
5. Pronto. Contacts are made at least twice weekly by BG/019.
Source continues to run his network well and to turn in voluminous 6/1
information. One of the PRONTO agents,( )was arrested in zS (7)
Munich by CIO. This necessitated a trip to Germany by BG/D19 to ar-
range for his release and transport to France. Upon arrival he will
be made to give a detailed account of his arrest and then will pro-
bably be dropped as "blown".
6. Pipsqueak. PIPSQUEAK has been contacted regularly and turps
in information on Hungarians and the Balkans.
7. Prime Minister. This source has furnished useful information
on the relations between the Soviet Government and the Orthodox Church
in France as well as details concerning Russian interest in the Masonic
Lodge. He has closely followed the reaction of emigre circles to the

Soviet Ukase of 14 June' 1946 Which makes possible the reinstatement
of former Russian subjects as Soviet citizens. He has also afforded
valuable assistance in an advisory capacity on various reports in
connection with Soviet activities. Source left for the United States
on 30 July and will contact the Washington office during his visit
there. He plans to return to Europe as soon as possible, and in view
of his varied acquaintance his comments should continue to be useful.

and equipped by PLUTO and sent to Brazil by airplane on 14 July 1946.
The FBI was informed of this action and the case is now closed at this
station.
III. SERVICES RENDERED OTHER AGENCIES
A. Clearances; During the month of July the American Embassy in
Paris requested approximately 2500 checks, including all applicants
for visitor's or immigration visas and investigations of foreign
firms who had requested permission to negotiate with American firms.
There has been a marked increase in the number of immigration visas
required and a decrease in the number of visitor visa applicants. Of
the 2500 checks requested, approximately 200 warranted further in-
vestigation by this office and of this number approximately one-third
revealed derogatory information of the person or firm concerned. Ap-
proximately 250 checks were made for the American Consulate in Mar-
seille, 50 for the American Consulate in Bordeaux and several for the
American Consulate in Brussels.
Special Cases; Marcel BESNARD, recent visa applic ant, was re-
ported by the French authorities to have had a criminal record and to
have been a member during the Occupation of thelRassemblement National
Populaire, a rpo-Nazi, pro-LAVAL and anti-Allied group.
Two sisters Pauline WIAZEMSKY and Lydia OBOLENSKY, recent
visa applic ants, were reported by the French. authorities to be of
Russian origin and to have been on the French suspect list in 1919 as
being dangerous to French security. They were further suspected of
being Russian agents in 1926 and 1933. Subjects travel considerably
although their only apparent source of income is 5000 francs received
from an aunt every two months. They are in constant relationship with
the R ussian colony in Paris.
B. Safehaven Duties; Major DiGiovanni is still maintaining re-
lations with the Embassy Safehaven officer from wham there have been a
few requests.
C. Other Services; The gr anting of permits to journalists entering
Occupied Germany has now been turned over to the Press Attache of the
Embassy. A security check is required before such a permit may be issued
and these are handled by our Vetting and Tracing Section. Three to four

such requests are received weekly.
We are co-operating with the Embassy Legal Attache and with CID
in an effort to control demobilised American soldiers who are in France
and who are engaged in illegal activities. It has been agreed that we
shall interrogate any soldiers who are apprehended. The Embassy plans to
stamp all passports of such soldiers as good only for return to the
United States and the French authorities are going to refuse to issue
them with carte dlidentite. They will thus be without legal papers for
remaining in France.
During the month of Tay we have completed several vetting cases
for Saint Amzon, the most outstanding of which was that of( ) 4 1�)
It was learned that he belonged to three Russian organizations which
were undercover monarchist and terrorist groups whose mission was to .)--
spread Russian culture in France4- _ :)took an active part in t he
anti-Soviet and anti-Communist activities of these groups.
The photo laboratory is continuing to service the Embassy as well
as our own and the SSU offices.
IV. RELATIONS WITH INDIGENOUS AUTHORITIES AND FOREIGN AG ENCIES

the orphanage of th Oeuvre Polonaise d'Entreaide Juive, Toulouse, was
received from the British mission. The aims, according to Captain Rahn
of the office of Colonel Aholt, VES, Aeof S, G-2, were delivered to
the orphanage by men dressed so me in American and some in British
uniform and claimi rig to be UNFSA personnel. The arms were for the most
part captured German small arms with some British and American arms
among them.
The arms were delivered in cases and the oUNDRA" people informed
the director of the orphanage that the cases were UNTRA supp lies and
were not to be opened until they returned with more. The director,
however, opened the cases and on discovering that they contained arms,
turned them over to the BST Toulouse who still hold them.
'The British are greatly concerned because they believe that the
supposed UNTRA personnel are members of the Jewish Brigade and that the
arms were from the British Zone in Germany and were to be sent to Pales-
tine by the Jewish Agency, The British have asked to send a British
Armourer Sergeant to examine the arms,
Captain Kahn is writing a report on the affair, a copy of which
we will receive. It is believ ed that this case will be of growing
interest.
Liaison between the Tracing Office and the French services remains
close and co-operation is excellent.
V. DIFFICULTIFS
A. Operational; see II B, 5 above.
B. Administaatives The Marseille sub-station is in the process of
being closed. Mourguet, Andre G., T/5 is transferring to the GIG in the
very near future.
Jane Burrell' arrived 11 July..
Tierney, Berman, Cpl. will be released and return to the United
States in the very near future.
The physical split-up of the Paris Station between the Embassy
and the rue Scribe continues to cause great administrative difficulties.
C. SuPPlYs We are awaiting cases from Washington which we believe
contain operational supplies. We have no difficulties in obtaining of-
fice supblies either from the Embassy or from rue Scribe.
