MEMORANDUM OF UNDERSTANDING BETWEEN OSA AND ORD
SUBJECT: OSA and ORD AQUILINE Program Management Responsibilities
1. A meeting was held on 17 December 19369 in thp D/SA Conference
Room to discuss the sresent and future OSA and ORD management
,responsibilities for Project AQUILINE. The purpose of the meeting

was to reach agreement on coursei-braction that would insure an
orderly and manageable transition of the AQUILINE Program from ORD to
-OSA. Present at this meeting were: --
a. ORD

Mr. Frank Briglia (C/SPG/ORD)
b. OSA
Brigadier General Donald H. Ross (D/SA)
2. OSA presented six points for discussion and consideration by
the personnel present. This memorandum will present the agreed-uponL
positions relating to these six major discussion items, along with the,
associated other discussion points covered at this meeting.
a. Program Management Resunsibility: It is agreed
that ORD will retain program management responsibility
until such time as their present major contract with
MDAC is completed. A suggested appropriate date for
thiE_pliggram management transfer_wou1d_APP roximately
1 January/1 February 1971, or at such time as the
present contract and test phase have been completed.

This does not mean that a particular date will be
adhered to nor does it include major test and time
extensions to the present contract. Conditions of
this type must be closely coordinated with OSA and
a determination made if there should be a delay
in management turnover responsibility.
b. Budgeting ancC Funding: It is agreed that OSA
and ORD will continue to separately budget and iiiII FY 72 rogram-04114Tements, ORD will

within their purview that are under development for
application to any number of programs including AQUILINE.
After coordination with OSA to determine operational
applicability, ORD will, during and subsequent to
FY 72, budget and fund for advanced AQUILINE payload
systems. This budgeting and funding includes the
development through prototype hardware phases. OSA d
will, from FY 71 on, budget and fund for procurement
of all operational support items to include AGE,
-aiieraft, production models of payloads, sensors, etc.
c. Contracting: ORD will continue all of the
present AQUILINE contracts through its existing agreement
with 0.L./DDS. Additionally, ORD will continue to use
0.L./DDS contracting procedures for R&D through the
feasibility and prototype phase of development. R&D
conducted by ORD on improvements or modifications to
operational elements of the AQUILINE system (including
payloads) will be contracted through OSA. OSA will
assume responsibility for contracting for all AQUILINE
operational-items commencing on 1 July 1970, including
IV�M.-budgeted and funded for by ORD.
d. Security: It is agreed that the security of the
program is to be divided into three phases:
(I) ORD will be responsible for the
security aspects of the program within the
purview of their existing AQUILINE contracts
(MAC, etc.). In this regard, the security

airangements now in existence with contractors
will continue for the life of ORD contracts.
, (2) During the ORD test phase (July 70 -
:.anuary 71), OSAiwill be responsible for the
-security of the program that concerns Area 51
activities, including the monitoring of all
'visitors to the Project site. Additionally,
OSA Security is responsible for the air
shuttle, the Personnel Assembly building at '
Long Beach Airport, and all OSA contracts
li-Sued during thii period.
(3) During the operational_phase_of the
AQUILINE Program, the security responsibilities
are divided into two parts:
(a) ORD will continue to use
their security procedures and practices
IAW their contracting procedures (paragraph
2.c. above).
(b) Once a system or device has reached
the protofype stage and it has been determined
. to have operational application_to the
AQUILIA-sy-Stem, it mill_be_integrated_into
the OSA contracting and security_pyocedures
(paragraph 2.c. above).
(4) To achieve an orderly transition of
responsibilities, it is agreed thnt the program will
be known (at Area 51) by the unclassified nickname
..Project M277. In this manner, the R&D prototype
- program name AQUILINE can be slowly phased out and
�the new operational program name AZANkestablished
' after RD flight tests are-C-ompleted. During
the changeover from development- to operational
status of systems, OSA Security (in coordination with
ORD Security) will accomplish the associated actions
that will assure an orderly transition-iffiTriicurity
aspects of this program.

e. 'Follow-on R&D (FY 72 and on): It is agreed
that ORD retain complete responsibility for those
peculiar R&D items that may have applicability to
the AQUILINE Program and other programs. Determination
of additional AQUILINE requirements for payloads,
communications, airciaft modifications, etc. will be
made by a Program Requirements Review Board chaired
by OSA. Test flights of follow-on payloads, etc. will
be under the aegis of OSA and amenable to ORD requirements.
f. O.R. Validation and Field Unit Training: It
is agreed that the AQUILINE system will require an
operationally ready validation phase subsequent to the
ORD R&D phase. OSA will conduct this O.R. validation
in conjunction with its Field Unit training program at
Area 51. OSA will, for this validation, have first
priority on the use of equipment (AGCS, vehicles, etc.)
that have been purchased by ORD for the R&D phase. The
main emphasis during the validation phase will be to
bring the Field Unit to an operationally ready status
in the shortest possible time.
