H SUBJECT: Draft Memo to Accompany DDI Reservation to
DDSEtzT Memo Dated
1. The Directorate of Intelligence will continue to provide
geographic and cartographic support to Project Aquiline during the
remainder of its development and testing phases and to the extent
feasible in consideration of other demands on the available
resources.
2. It is my understanding that the manhours and equipment time
necessary to support Aquiline in its operational phase would be very
substantial, would require major adjustments in geographic and carto-
graphic plans and programs, and, in fact, could exceed our means.
Accordingly, I feel I must withhold an open-ended commitment pending
careful study and clarification by the Aquiline group of the amounts,
kinds, and time schedules of geographic and cartographic support
required.
3. I want to express concern that the precise locational and
elevation data required for the Aquiline navigational system may not

be attainable for many areas of Communist China and, in any case,
require careful and time-consuming compilation.
4. I should also like to call to your attention the fact that our
ability to support Aquiline in an operational phase will depend very
heavily on
willingness and ability to make major
adjustments in its production program. Moreover, it may also be
necessary to levy very heavy requirements on the photogrammetric
equipment of
Indeed, the requirements may surpass
capabilities. Our dependence upon an outside agency
for our own input to the Aquiline project may pose a critical obstacle
over which we have no control.
