10 SITUATION IN INDONESIA
Comment on:
The central government of Indonesia
and military leaders in the dissident
provinces are continuing to strengthen
their forces and there are no indications
that either side has any intention of capitu-
lating. Arrests of antigovernment civil
and military personnel continue in Djakarta.
The government stated on 12 May that it
"cannot allow the existence of movements
which endanger the unity of the state and
the Indonesian people."
In East Indonesia, Lt. Col. Samual is
said to have refused to relinquish his command as ordered by
Sukarno, to have demanded the resignation of the cabinet and
threatened to arrest any minister coming to his territory. His
forces and those of Col, Suclirman, who commands a special
task force in the area and is loyal to the central government,
are about equal in strength and reportedly are in battle posi-
tion.
Outstanding anti-Communist national
leaders are reported either to be in Central Sumatra or plan-
ning to convene there soon. These include former vice presi-
dent Hatta, Masjumi chairman Natsir, national chief of police
Sukanto, and the sultan of Jogjakarta.

2. JORDAN "RESISTANCE OPERATION' BEING ORGANIZED
BY EGYPT AND SYRIA

Arrangements are being made to form
a committee of the Jordanian political
leaders now in exile in Damascus in
order to organize a "resistance opera-
tion,"
the committee, which will be composed
of representatives of extreme nationalist parties and of the Com-,
munists, was to meet on 11 May to draw up a program.

3. SOVIET SUBMARINE APPARENTLY TESTS UNDERWATER
DEFENSES OF BOSPORUS
On 9 May the Turkish underwater magnetic
detection system in the Black Sea approaches
to the Bosporus detected a "probable" sub-
marine. Turkish naval units were able to
hold sonar contact for about one hour, at which time the sub-
marine returned to the deep water of the Black Sea.
Comment
An attempt by a Soviet submarine to rec-
onnoiter the_ approaches to the Bosporus
would suggest that for war planning purposes the USSR is test-
ing the feasibility of using the Turkish Straits in deploying sub-
marines to or through the Mediterranean.
At the present time there are believed to
be about 60 new long-range submarines in the Soviet Black Sea
Fleet, many of which probably will ultimAtely be transferred
to areas with access to the Atlantic or Pacific. Under terms
of the Montreux Convention, Soviet submarines are not permitted
to exit the Black Sea through the straits except singly by day on
the surface for passage to repair yards. Detailed information of
such pass e. must be provided the Turkish government in ad-
vance.
