1. YUGOSLAV PORT TO BE USED FOR SHIPMENT OF MIG's
FOR SYRIA
Comment
In late January there were reports,
denied by Yugoslavia, that the Yugo-
slays had agreed with Czech officials to allow the trans-
shipment of materiel to Egypt. Since then, there have been
numerous reports alleging such transshipments
however, there has been no confirmation
of any significant Soviet bloc military supplies transiting
Yugoslavia for the Near East.
Syria and Czechoslovakia concluded an
agreement in late May for Syrian purchase of 20 MIG-15's. The
planes are apparently being sent to Egypt because Syrian
pilots are taking their MIG training there.

2. POLICIES OF THE.NEW LEADERSHIP IN HUNGARY
Comment on:
The carefully worded resolution of the s
Hungarian Workers (Communist) Party
of 23 July reveals the intention of major
elements within the new regime-in
Hungary to dissociate themselves from
the hard-line policies of deposed party boss Matyas Rakosi.
Although the resolution represents a
compromise which promises virtually all things to all mem-
bers, its over-all tenor and some specific statements re-
flect a major concession to the More moderate forces, par-
ticularly those which advocate party democratization. If
Gero's appoiptment is a provisional one, as has been strongly
suggested by some Western and Yugoslav observers, Hun-
garian policy appears to be on the road toward some relax-
ation.
The USSR's apparent approval of this
trend, based in Urge part upon its desire to end Hungarian
party strife, might, however, be withdrawn if serious threats
to party unity, prevalent under Rakosi, continue under the
new leadership.

3. PROBABLE TRANSFER OF SOVIET WARSHIPS TO
FAR EAST
there are indications that a number of
Soviet warships may have begun a west=
east transit of the Northern Sea Route
on 6 July. Reportedly involved in the movement are two
Sverdlov-class cruisers, five Riga-class escort destroy-
ers, and 12 submarine chasers.
Comment These vessels probably are being trans-
ferred to the Soviet Pacific Fleet, which
has been reinforced by way of the Northern Sea Route in each
of the past four summers.
The cruisers and destroyers are believed
to be the same units which were transferred from the Baltic
to the Northern Fleet during June. Four "W-class" subma-
rines and eight auxiliaries were similarly transferred to the
Northern Fleet area this year. All of the submarines and
some of the auxiliaries also are expected to be transferred
to the Pacific this summer.

4. RATE OF SOVIET JET FUEL DELIVERIES TO
CHINA REVEALED
Comment
the shipment to
China of from 100,000 to 110,000 tons
of jet fuel during the period August
through December 1956.
The planned shipment for the last
5 months of 1956 is the first firm
evidence of Chinese jet fuel requirements for an extended
period. Apparently there will be no significant change in
1956 from 1955, when it was estimated that 200,000 tons were
delivered.
