The center was formed in August to replace the notorious National Intelligence Directorate (DINA). There were also some seemingly regressive moves in November, however. These involved the internal exile of seven union leaders and the denial of reentry to three Chilean women who had sought foreign assistance in locating missing relatives. The Uruguayan Council of State approved a law transferring pardon authority from the judiciary to the executive.
