At the PDB meeting on 2 March, Bill Wells commented that our coverage of human rights-related matters outside the Communist Bloc, while good as far as it went, failed to bring home to the administration that leaders in, say Argentina and Uruguay, were guilty of human rights abuses, in part because they saw themselves faced by a serious local terrorist threat. He was afraid our reporting and the Carter Administration's perceptions might be getting a little one-sided. A letter bps been sent to the President, responding to his 1 March memorandum, regarding the legality and propriety of FBI dissemination to us of information derived from electronic surveillance of US persons. The letter states that the reports in question involved foreign powers, that we handled them in responsible manner, and that Executive Order 11905 permits storage of information on US persons in certain categories. However, it adds, we will take steps to review the correspondence in question and sanitize and remove or destroy improper references/materials if appropriate. (Sent to Mr. Clarke for review.) 20. There has been substantial disagreement and confusion in the overt and covert reporting on the numbers and types of Cubans in Uganda. President Carter expressed his concern over this to Admiral Turner. DDO has written a memorandum to the Admiral explaining our difficulties in acquiring intelligence on Cubans in Uganda and Ingola as well. Another issue on which there has been substantial confusion VP is the question of Saudi King Khalid's health, Some reports have indicated that he has terminal cancer, but some that he merely has a tubercular hip bone. Although arrangements have been made for Prince Fahd to succeed Khalid, the latter's departure would remove a catalytic element from the Saudi scene and possibly lead to serious tension between Fahd and other leading elements of the Saudi royal family. 23. The latest chapter in the Indian espionage story: an English language New Delhi newspaper on 6 March published En item which New Delhi station and all others concerned feel is a government plant. The article indicates that the type of intelligence required by the espionage net in question was largely "nuclear and industrial secrets," in addition to other economic intelligence. It admits that one of the members of the net was a personal assistant to Foreign Minister Chavar. It states that while this was essentially a CIA plot, "some fall-out has gone to the KGB as well," since one arrested official turned out to be working for both sides. 24. You received a memo from W. Lehman advising that John Whitman will be the focal point for NIO and CIA support for Secretary Vance's trip to Nbscow.
