The kidnaping of the honorary US ccinsul in Cordoba last night followed closely a series of bombings of US and European businesses in Rosario. The consul, a retired US businessman, has represented US interests in Cordoba since the official US mission there was closed last spring, Attack New Targets after a USIS officer was kidnaped. 3.5(c) For a few months, the terrorists avoid- ed foreign targets, concentrating instead on killing police and Peronist labor leaders. They probably hope violence against foreigners will divert government counterguerrilla operations and focus in- ternational attention on the terrorists' struggle against President Peron.
