2. Embassy understands that subject has applied for student
visa at your post. Subject is the son of Jacobo Timerman,
founder and former editor and publisher of Buenos Aires daily
La Opinion, who has been under house arrest in Argentina for
over a year. This case has become cause celebre and has gene-
rated considerable congressional and other interest.
3. In telecon with mother of subject, she informed conoff that
her sort Hector Marcos has letter from Columbia University ex-
pressing its willingness to accept him for course of studies
leading to Masters Degree in Internationalltelations, coupled
with intensive course in English. Since subject has not obtained

Dear Senator Cranston:
Thank you for your letter of May 29 on behalf
of your constituent, Mr. Samuel M. Rosen, concerning
the persecution of Jews in Argentina and the status
of Mr. Jacobo Timerman.
The United States Government has made repeated
efforts on behalf of Mr. Timerman. President Carter
raised his case with President Videla when the latter
was in Washington for the Panama Canal Treaties signing
ceremony. Secretary Vance reviewed his case in detail
when he visited Argentina in November of 1977. Since
then, our Ambassador and Department officials have
continued to press for the resolution of Mt. Timerman's
case. At present, he is under house arrest, and Argentines
Supreme Court has ruled his detention under "Poder
Ejecutivo Nacional" illegal. Mt. Timerman is seeking
his immediate freedom and challenging his continued
detention under the "Actos institucionales".
We remain hopeful that the Government of Argentina
will release Mr. Timerman and will Continue our efforts
to encourage that end.
On numerous occasions the Department of State
has expressed its conaern to the Argentine Government
over violations of human rights in Argentina. Some
of the victims of these violations have been Jewish
and we have discussed with Argentine offialals reports
of anti-semitism in that country. When Secretary
Vance was In Argentina in November 1977 the question
was discussed. Our Ambassador in Buenos Aires continues
to stress to the Argentine Government our concern
over these reports, as veil as the cases of individual
Jews. Officials in the Argentine Government have
responded that they are strenuously opposed to anti-
semitism, that it is certainly not Argentine Government
policy, and that specific legislation has been passed
which makes inciting racial hatred or violence a punishable
offense.
