1. During a conversation with the Director on 31 August
1976, Ambassador Robert C. Hill spoke of the need for the U.S.
Government to relay its concern to the Argentines about the
excesses which are being committed in the struggle against
terrorism and the instances of anti-Semitic activity which
recently have been reported. As_explained in the reference
messages, copies of which are attached, Ambassador Hill felt
that General Walters would be the most appropriate emissary
through which to convey such concern. The undersigned con-
curred in this request and the Director approved the travel of
General Walters subject to the concurrence of the Department of
State. Assistant Secretary of State Harry W. Shlaudeman has
endorsed this proposal.
2. Tentative plans call for General Walters to travel to
Argentina during the week of 12 September. In light of some
recent development, Ambassador Hill will be asked to revalidate
his request before General Walters departs on this trip.
