Propaganda leaflets were left at the house, which is located in a suburb of Buenos Aires, as well as at the nearby Goodyear plant. The incident was the first this year involving a major U.S. company. While attacks by small groups against relatively unpro- tected targets can be expected to continue, terrorist groups will probably have lost their ability to engage in large scale confronta- tions by the middle of this year. The decline in terrorist capabilities is attributed in part to the heavy loss of they have sustained in skirmishes In other cases suspected terrorists have been quietly detained and after it has been determined that they are deeply involved in terrorist activity, they have been executed by the police. E an the U.S. consular agent in Cordoba, in February 1975. Egan was abducted on 26 February 1975. The following day the kidnapers demanded the release of four imprisoned Montoneros in exchange for him. After the Argentine government announced on 28 February that it would not deal with terrorist groups, Egan's body was found in the outskirts of Cordoba, wrapped in a Montonero banner. The house was vacant at the time of the attack. The card file contained names of 11 current members and 16 former members of the U.S. mission in Buenos Aires, as well as the names of their wives. Also listed were a number of current and former members f other embassies in Argentina There is no information as to whether the file repre- sented the total data on diplomats available at the raided site or whether there may have been additional information For example, the cards did not include surveillance data or other details of the type which would indicate that there was a definite interest in any particular individual, nor can it be deter- mined whether the listing was currently being maintained. The newest U.S. official on the list had arrived in Buenos Aires during July 1975. This information provided further confirmation to that which the embassy has long known and acted upon, i.e., that the various Argentine subversive groups, including the Montoneros, maintain data on U.S. mission personnel on a continuing basis. This particular information represents the first listing which actually comes under the heading of potential targets; other listings have not been so labeled. Information obtained during October 1976 indicated that the Montoneros considered that the human rights issue, particu- larly in the U.S., was working to their advantage. (See the 26 October issue.) Consequently, in the interest of main- taining this advantage, Montonero leaders had decided that for the time being they would not direct terrorist actions against foreign diplomatic missions or their personnel in Argentina. They feared such acts would tend to weaken the Montonerosi position in the context of their being champions and protectors of human rights.
