an increasing Communist tendency to influence openly the French Govern-
ment's foreign policy. A Foreign Office official has told Caffery that he
has noticed a "hardening attitude" among Communist members of the
Government.

MacVeagh reports that the pro-Royalist ense Minister., Mavromikbalis�
has presented to Parliament a bill for the "decongestion" of the Greek
Navy providing for a drastic reclassification of senior Navy officers. Ae-
cording to MacVeagh the aim of the bill Is to "clinch still further" Mav-
romikhalies present personal control of all Greek defense elements.
The bill has already aroused angry criticism among pro-republican and
leftist groups.

10. POLAND: Legislature to �glagsjsclitAw_reatthgl.rald_raautgeral --
Mikolajczyk has told US Ambassador Lane that the Polish Legislature
(KRN) will approve a draft electoral law which will eliminate guarantees
against election fraud. Mikolajczyk restated the intention of the Polish
Peasant Party to boycott elections in which guarantees against fraud
are not present (see Daily Summary of 11 July, item 3).
11, AUSTRIA: Soviet authorities ease gas shortage�General Clark reports
that Soviet authorities, apparently as a result of US pressure, have now
released 3500 tons of gasoline on the August allocation. Since the quan-
tity allotted the US Zone Austria still fails to meet critical needs of the�
next 30 days, Clark is releasing an additional 500 tons from. US military
stocks.

12. INDIA: Disagreement between Nehru and Viceroy--The India Office has
informed�US Embassy London that the Viceroy apparently objects to
Nehru's Cabinet slate because it includes five Congress Moslems whom
the Viceroy characterizes as nonentities > The India Office believes that
a government will be formed within the next week but that a struggle will
then develop, since Nehru, "feeling his oats," will probably try to exceed
the powers for the Interim Government, particularly in foreign affairs.

13. BRAZIL: Immediate convening of Rio Conference urged--The Brazilian
Foreign M ter has told Caffery in Paris that he feels the recent Argen-
tine ratification of the Chapultepec and San Francisco agreements should
be taken at face value as indicating full Argentine compliance with her
inter-American commitments and that the proposed Rio Conference on
hemisphere defense should be held without delay.
