BRAZIL: Immediate convening of Rio Conference urged--The Brazilian Foreign M ter has told Caffery in Paris that he feels the recent Argen- tine ratification of the Chapultepec and San Francisco agreements should be taken at face value as indicating full Argentine compliance with her inter-American commitments and that the proposed Rio Conference on hemisphere defense should be held without delay.
