GENERAL
1, Danube River navigation- -The State Department has informed Embassy
Moscow that a parallel S-UK approach to the USSR regarding the re-
sumption of navigation on the Danube will be delayed (see Daily Summary
of 19 March, item #1). The French now wish to discuss the possibility
of their joining in a tripartite approach.
EUROPE-AFRICA
2. AUSTRIA: US politton UNtI3jyttitelponsibility--The,State and War
Departments have advised General Clark that they desire UNRRA to
assume financial responsibility on 1 April, and complete responsibility
on 1 May, for the distribution of food in Austria. On the understanding
that the US and UK will try to ship during April sufficient food for 30
days in their respective zones (in addition to the 60-day supply to be
turned over to UNRRA), the foregoing arrangements are acceptable
to UNRRA.
3. POLAND: USILuttimon Polish election date--The State Department
has authorized Embassy Warsaw to inquire immediately when the '
Polish Government intends to hold elections. Should the Polish reply
confirm previous reports that the Government plans to postpone the
elections (in order to eliminate independent participation by Mikolajczyks
Peasant Party), the State Department will issue "appropriate_ instruc-
tions" to the US Embassy.
FAR EAST
Dutch treaty proposal�The US Consul General in Batavia
repc:xts that Van IViook.has given Sjahrir a draft of a proposed treaty,
which includes the following terms: (a) the Dutch recognize the Repub-
lic of Indonesia as "exercising de facto authdrity" over Java, except
in places occupied by Allied troops; (b) the 'Dutch accept the collabora-
tion of the Republic in constructing a federal Indonesian free state, .
which will be a partner in the Netherlands Kingdom; c) the Dutch re-
serve the right to create "special relations".with any portion of the
� N.E.I., which by referendum obleCts to its inclusion in the free state�
